GUIDELINES
BY GOVERNMENT
The new guidelines are based
on suggestions given by the state’s chief ministers to Prime Minister Modi during a discussion held in the last week. The center has announced on the last Sunday
that the ongoing lockdown is extended nationwide till May31. The fourth phase of the lockdown will commence
from May18. As our Prime Minister Modi has told us earlier while addressing the nation that the lockdown4.0 is quite different from the earlier lockdowns. In
this lockdown i.e. Lockdown 4.0, the government has allowed considerable
relaxations in this round of lockdown inter-state movement of vehicles, buses
have been allowed with states and union territories being given the final power
to delineate Red, Orange, Green zones.
The new guidelines are based
on suggestions from states that PM Narendra Modi had sought during his 5th
discussion with chief ministers on the pandemic on May 11.
EARLIER
LOCKDOWNS
1.
The lockdown was
first imposed for 21 days starting from March25.
2. The second lockdown
was imposed starting from April15 for 19 days.
3.
Third lockdown
was imposed starting from May 4 for 17 days.
PROHIBITED
OR RESTRICTED ACTIVITIES IN WHOLE NATION
·
All domestic and
international air travel of passengers, except for domestic medical services,
domestic air ambulance and for security purposes or other purposes as permitted
by M.H.A.( Ministry of Home Affairs).
·
Metro rail
services in every state.
·
Running of
schools, colleges, educational, and training/coaching institutions.
·
Hotels,
restaurants and other hospitality services, except for the running of canteens
in bus depots, railway stations, and airports; places of large public gatherings
such as cinemas, shopping malls, gyms, entertainment parks, religious places
for worship for the public, other large congregations.
·
However, online/
distance learning shall be permitted and encouraged; and, restaurants will be
allowed to operate kitchens for home delivery of food items.
PERMITTED
ACTIVITIES WITH RESTRICTIONS
·
Evacuation of
foreign nationals from India, return of stranded Indian nationals from abroad,
sign-on and sign-off of India seafarers and intra-state and inter-state
movement of stranded persons by bus and train will continue to be allowed.
·
Inter-state
movement of vehicles and buses has also been allowed with mutual consent of the
concerned states/UTs.
·
Intra-state
movement of vehicles and buses can be decided by the states and UTs.
·
Local authorities
should ensure that shops and markets open with staggered timings, so as to
ensure social distancing.
·
All shops shall
also have to ensure six feet distance(2 Gaz Ki Doori) among customers and also
not allow more than 5 persons at one time.
·
Night curfew
shall continue to remain in force on the movement of
individuals, for all the non-essential activities between 7pm to 7am.
STATE
GOVERNMENTS RESPONSIBILITY AND AUTHORITY
·
Under new
guidelines states and UTs will now categorize Red, Orange, Green zones on the
basis of parameters shared by the health ministry.
·
The zones can be
a district or a municipal corporation or municipality or even smaller
administrative units such as sub-divisions as decided by concerned states or
UTs.
·
Within the
containment zones. Strict perimeter control shall be maintained, no movement of
persons would be allowed, except for medical emergencies and for the supply of
essential goods and services.
CENTRE’S
STIMULUS FINANCIAL PACKAGE
During the lockdown
period continuously increasing, our Prime Minister Modi had on last nation
addressing meet make an announcement of RS.20 LAKH CRORE stimulus package. The
complete details about the disbursement of the package will be announced by our
Union Finance Minister Nirmala Sitharaman in 5 press briefings.
CONCLUSION

As the pandemic
spread all over the world is increasing day by day, also in India the total no.
of cases now increasing at a high rate, all this create financial pressure on
the governments.

There is no other
way or an alternative other than lockdown
and social distancing to reduce corona.
·
It will take a
very long time for our economy to revive and return into a normal situation.
·
RBI reserves also
has reduced drastically which is not a healthy sign for our economy.
·
Unemployment rate
has also touched at 34% all-time high due to job cuts, lay off incorporates.
·
Foreign trade
will be impacted most, as imports will make costly by the government.
