The story of Hyderabad rape case victim, a veterinary doctor is just another example of
what was happened in KATHUA(Jammu), Mathura gang rape, Delhi gang-rape which are being
a victim of this crime. This shows how human beings cruel to others and for this mankind.
This story sets another example in India and teaches us a lesson that Women in India are still
not safe and there is still so much to improve in terms of women's safety.
The victim lives in Hyderabad (Telangana) within which her residence and clinic are stated.
The story we all know is that 4 persons raped a doctor and after that, they burned her body
completely. The story not end here but it has a deep inside it so much to explain. This is not
just an act of crime it is much beyond that for which even punishment such as death
becomes too cheap compensation.
4 persons raped her, burned her completely and when her parents went to the police station for
filing a complaint, the response of police and their questions are just not suited to their duty. One
of the questions they put that the place where such incident happened did not come
into their authority area that’s why they will not register an F.I.R., how stupid is this question
despite of the fact that no matter where such crime was happened family members of such
victim can file complaint in any police station and such police station has to register an F.I.R.
or Zero F.I.R. immediately, they can’t give an excuse that the crime area does not come into their
authority? Then comes a statement was given by a politician i.e. “the victim has to make a call to
police rather to her sister, this is her mistake”. Another politician segregated the criminals on
the basis of their religion to play religion politics. The above are a few incidents that show
how a social issue converts into a political issue.
Another some more incidents which make this crime a very horrible and shameful act are
that a video clip of the whole crime was posted on a pornsites, where viewers enjoying this
whole terrible act. This arises a question that literally we are living in a civilized society?
Then comes the role of media and news channel they played by making the privacy of the
the victim and their family public in an open way despite the fact that it was held in 2008 by
supreme court that the personal identity of the victim and their family will have to keep secret
and confidential, and. Further according to section 228A of IPC, there was a provision for
imprisonment up to 2 years for the above-stated offense.
Within one week of this rape, the media has reported other serious rape cases in Uttar
Pradesh (Unnao), Rajasthan (tonk district) which means this crime is still going with its pace.
The last act by the police were they kill all the 4 rapists in an encounter in the early morning. The
government plans to make constitutional amendments in POSCO Act,2012 to make
punishments even more strict and also setting up women's desks in every police station
with the help of the Nirbhaya Fund utilizing RS.100 crore. Now, in the end, the government has
played its role, the police also played its role but what about our contribution. We as a
human, individual, citizen has some responsibilities towards such crime, we have to play our
role in a most sincere manner so that’s in future no one ever thinks to commit such crime.

The Hyderabad police reported in last morning that they had killed all the 4
persons (accused) in an encounter. The reason for the encounter given by police in
the statement is that they killed them in self-defence, which means the accused
first snap the gun from police and fire and then in the counter firing police had
shot them all. This whole encou
nter was led by the encounter specialist V.C.
Sajjanar (IPS) of Hyderabad police. This is the plain story which was told by police
but if we look carefully in this whole many doubtful questions arise in mind. First
is all 4 rapists have been killed even before they had been proved guilty in the
court. Then the second question arises is that police said the 4 accused first shoot
them, but how they snatched the guns from the police. The third question that arises in
mind is that the police said the 4 accused shoot them and run away from the
police which means there back is in the front of police then why police shoot
them on their head instead of shooting them on their legs first or other lower body
parts.
WHAT IS AN ENCOUNTER WITH THESE EASY POINTS?
1. WHEN IS THE ENCOUNTER DONE?
According to the police, there are usually two types of encounters, the first is that a dangerous criminal tries to escape from the custody of police or security forces and the police have to use a gun against him to stop or catch him! The second type of the same encounter is when the police go to apprehend a criminal and he runs away to escape the police and in such a situation the police have to be retaliated! Apart from this, the police can also encounter an attacker by a criminal!
2. WARNING IS GIVEN BEFORE USING THE WEAPON ON THE CRIMINAL!
Usually, when an encounter is created, the police warns the culprit before using a straight weapon, and then fires aerial! Even if the criminal does not stop and tries to run away or attacks the police, he is shot on the leg, yet the police fire at other parts of the BODY if the situation is not under control!
3. EVERY ENCOUNTER NEEDS TO BE INVESTIGATED!
In 2015, the Supreme Court had issued guidelines regarding police encounters, mandating investigation of encounters! This investigation is conducted through Freedom investigation and till the end of an investigation, the policemen involved do not get a promotion or bravery award! According to the Supreme Court Guidelines, every encounter with magistrate is mandatory as per Section 176 of CRPC! Policemen have to account for the weapons and bullets used instead of each encounter.
4. WHAT HAPPENS TO THE POLICEMEN ON the WRONG ENCOUNTER?
According to the Supreme Court Guideline, the policemen found guilty in unfair encounters are suspended and appropriate action is taken against them. If the culprits are not prosecuted, then the victim can complain to the sessions court!
5. SUPREME COURT GUIDELINES REGARDING ENCOUNTER !
Information about intelligence activities must be recorded in a written or electronic way only partially. If on the basis of the information, the police use the weapon during the encounter and such a suspect is killed, then FIR must be registered for criminal investigation! Investigate such deaths by an independent CID team that investigates eight aspects!

loopholes such as mental frustration of the rapist, then nonutilisation of Nirbhaya Fund
consistently for women safety, the lack of sincerity shown by police in registering an F.I.R.
